FRAME for Mobility
FRAME is a from-scratch rewrite of federal surface transportation law, drafted through a crowdsourced, practitioner led process.
On May 22, 2026, the House Transportation & Infrastructure Committee approved the BUILD America 250 Act (H.R. 8870) by a vote of 62 to 2, and wrote FRAME’s core structural mechanics into the bill.
