The doctrine

Crafting the New Civil Service

What makes a public servant worth trusting?

What it is

The doctrine behind the work.

Modern government has the best people it has ever had: hyper-competent specialists who can answer how, but are rarely asked why. The result is a crisis of the competent, and a public that no longer feels it is governed with wisdom. Crafting the New Civil Service goes back to the scholar-official, the public servant chosen for character as much as skill, and asks what the classic principles of the civil service must become in a high-velocity age: not tenants of the state, but custodians of the public trust. It is the doctrine underneath everything the Institute builds, and it is being written now.
